『모의 유엔인권이사회 UPR』은 각국의 대학(원)생들이 남·북한, 중국, 일본의 인권문제를 함께 공부하고 해결책을 모색하는 배움의 자리입니다. 유엔 인권이사회의 국가별 정례 인권 검토(Universal Periodic Review, 이하 UPR) 형식으로 진행되는 본 행사에 관심 있는 학생들의 적극적인 참여를 바랍니다.

1. 모의 유엔인권이사회 UPR

• 일정: 2013년 10월 11일(금) – 12일(토) 2일간, 오전 9시 – 오후 6시
• 장소: 서울대학교 관악캠퍼스
• 본선참가인원: 대학생, 대학원생(전공 및 국적 무관) 약 80명
• 공동주최: 서울대학교 인권센터, 유엔인권정책센터, 한국인권재단,휴먼아시아
• 후원: 외교부

2. 목적 및 기대효과

• UPR 등 유엔의 인권제도에 대한 이해 증진
• 남·북한·중·일의 인권 현실에 대한 이해
• UPR 권고에 대한 각국의 국내 이행을 위한 방안 모색
• 남·북한·중·일의 인권협력을 위한 기반 조성

3. 대회 일정

※ 일본국 신청자가 저조한 관계로 일본국 정부대표 역할로 많은 신청을 바랍니다.

※ 문제는 주관식 및 서술형 형식으로 출제

4. 프로그램 (안)

※ UPR과 토론회는 한국어 부문과 영어 부문으로 나누어 진행됩니다.

※ 개·폐막식과 국제인권퀴즈는 언어 부문에 상관 없이 전체 행사로 진행됩니다.

※ 프로그램의 시간과 순서는 추후 변경될 수 있습니다.

5. 참가분야 및 자격

※ UPR과 는 언어 부문별로 나누어 진행됩니다. 참가를 원하는 학생들은 사전등록 신청서에 언어 부문과 더불어 참여를 원하는 국가대표역할을 반드시 기재하여 신청해 주십시오. (참가신청서 예시 별첨)

※ 대회에서 참가자들은 1. 신청한 국가의 정부역할을 맡아 해당 국가의 UPR 보고를 하며, 2. 본인의 신청 국가가 아닌 타 3개국의 UPR 진행 시에는 질문자의 역할을 하게 됩니다.

※ 또한 모든 학생들은 와 <국제인권퀴즈>에 참여하게 됩니다.

※ UPR과 를 제외한 개·폐막식과 <국제인권퀴즈>는 전체프로그램으로 진행되며 순차 통역이 지원됩니다.

※ 대회 기간 중 점심·저녁 식사가 제공되며, 교통비와 숙박은 제공하지 않습니다.

<국가별정례인권검토 (Universal Periodic Review, 이하 UPR) 안내>

2006년 3월 15일 유엔 총회의 결의 60/251로 탄생한UPR은 4년 반을 주기로 모든 유엔 회원국(총 193국)의 인권 실황을 검토하는 절차이다.

UPR은 유엔에 가입한 모든 국가 중에서 검토 대상국을 제외한 192개국의 검토와 질의응답으로 진행되며 전체 진행시간은 국가별로 3시간이다. 검토 국가들은 검토 대상국 정부가 제출하는 보고서, NGO보고서 그리고 유엔인권최고대표사무소(OHCHR)에서 준비하는 보고서 등을 토대로 검토를 진행하게 된다.

대한민국과 일본은 2008년 1차 UPR 심의에 이어 2012년 제2차 심의를 받았으며, 중국은 2009년 1차 심의에 이어 오는 10월 제2차 심의를 준비하고 있다. 조선민주주의 인민공화국은 2009년 1차 심의를 받았고 2014년 5월 제2차 심의가 예정되어 있다.

『Model UN Human Rights Council, UPR』aims to provide an opportunity for university students from around the world to study and find solutions to the human rights issues of the Republic of Korea, Democratic People’s Republic of Korea, People’s Republic of China, and Japan. The event will be held in the same format as the United Nations Human Rights Council  Universal  Periodic  Review  (UPR),  and  we  encourage  the  participation  of  all students interested in human rights.

1. Summary of the Model UN Human Rights Council UPR

• Date: Oct. 11 (Fri) – 12 (Sat), 2013 9AM – 6PM
• Location: Seoul National University, Gwanak Campus
• Participants: University students (undergraduate and graduate) of all majors and nationalities (Approximately 80)
• Hosts: SNU Human Rights Center, KOCUN, Korea Human Rights Foundation, Human Asia
• Sponsor: Ministry of Foreign Affairs

2. The Model UN Human Rights Council UPR is intended to:

• Raise awareness of UN human rights mechanisms such as the UPR.
• Promote understanding of the human rights situation in the ROK, DPRK, PRC, and Japan.
• Discuss ways in which countries can fulfill UPR recommendations.
• Create a foundation for the cooperation of ROK, DPRK, PRC, and Japan in the field of human rights.

3. Program Schedule

※ Students may participate as observers in the event; application deadlines for observers will be posted after finalist announcements.

※ Finalists and observers will be required to pay a participation fee.

4. Program Details

※ Both the UPR and debate will be held in Korean and English separately.

※ The opening·closing ceremonies and International Human Rights Quiz will each be held as a single event.

※ This program schedule is subject to change.

5. Category and Qualifications

※ Both the UPR and < Debate on improving the UPR system and ways to ensure fulfillment of recommendations in the Republic of Korea > will be held separately for each language. Students are required to select a language and a country of epresentation on the application form attached.

※ The participants will: 1. Take on roles as government representatives of selected countries and participate in the review. 2. Ask questions during the review of other countries.

※ Also, all students will participate in < Debate on improving the UPR system and ways to ensure fulfillment of recommendations in the Republic of Korea > and <International Human Rights Quiz>.

※ The opening and closing ceremonies and < International Human Rights Quiz > will be each held as a single event and consecutive interpretation will be provided.

※ Lunch and dinner will be provided; transportation expenses and accommodation will not be provided.

<Introduction on the Universal Periodic Review (UPR)>

The Universal Periodic Review was established on Mar. 15, 2006 through the United Nations General Assembly resolution 60/251, and its purpose is to review the human rights situation of all United Nations member states (193 countries) every four and a half years.

The UPR is carried out through a question and answer session between the state under review and the rest of UN members (192 countries), and each country is reviewed for three hours. The documents on which the reviews are based are: 1) information provided by the State under review; 2) information contained in the reports provided by UN; 3) information from other stakeholders including national human rights institutions and non-governmental organizations.

The Republic of Korea and Japan were first reviewed in 2008, and underwent a second review in 2012; the People’s Republic of China was first reviewed in 2009 and is preparing for a second review in October this year; the Democratic People’s Republic of Korea was first reviewed in 2009 and is expected to undergo a second review in May 2014.

''인권''을 몸과 마음으로 접하는 계기가 되었던 모의 UN인권이사회 UPR

2013년 모의 UN인권이사회 UPR (국가별인권상황정기검토,Universal Periodic Review,이하 UPR)이 10월 11일부터 12일까지 서울대학교 아시아 연구소에서 열렸습니다. 이 대회는 코쿤과 서울대학교 인권센터, 한국인권재단, 휴먼아시아에서 공동주최했으며 대학(원)생들이 한 자리에 모여 남한, 북한, 중국, 일본 등 동북아시아 4개 국가의 인권 상황과 유엔 권고 이행 방안에 대한 논의 할 수 있는 기회를 가졌습니다. 본 대회는 실제 UPR과 유사한 형식으로 진행되었으며 참가자들은 조별로 대표국가 정부부처 역할과 질문 시 국가 및 단체 역할을 맡았습니다. NGO가 질문에 참여했다는 것이 실제 UPR과 큰 차이였습니다. 참가자들은 대회 전에 상대 국가에 대한 조사를 한 뒤 질문을 준비 및 전달하고 또한 상대방의 사전질문에 대한 답변을 준비했습니다. 자료를 찾고 번역하는 등 준비하면서 많은 어려움이 있었겠지만 인권에 대해 많이 배울 수 있는 기회였을 것이라고 생각합니다.

대한민국 정부 역할을 맡은 팀들이 심의에 참가하는 모습

대회의 첫 순서로는 주최기관 단체장 및 대표들의 환영사와 축사가 있었습니다. 참가자들이 이 대회를 통하여 인권 감수성을 키우고 인권 분야에서 더 많은 활동을 해나가길 바란다며 격려를 해주셨습니다. 이어서 대회 진행 방식에 대한 간략한 설명이 있었고 바로 검토를 시작하게 되었습니다. 질문에는 다양한 주제가 있었으며 각국의 실제 인권 상황을 잘 반영했습니다. 중국팀이 첫 번째로 검토를 받게 되었습니다. 처음이라 긴장한 모습도 보였고 대회진행 방식에 익숙하지 않았지만 검토를 잘 마쳤습니다. 중국팀은 인권활동 탄압, 소수민족 정책, 개발정책에 대한 질문을 받았습니다. 중국팀 검토가 끝난 후 점심을 먹고 바로 일본팀 검토가 시작되었습니다. 일본팀은 위안부, 후쿠시마 원전, 소수자 정책에 대한 질문을 받았습니다. 예정에는 없었지만 일본팀의 검토가 끝난 후 옵저버 참가자들에게 질문을 할 수 있는 기회가 주어졌습니다. 평가에 반영되지는 않는다고는 했으나 갑작스런 질문에 일본팀 참가자들이 당황할 것이라고 생각했지만 우려했던 것과는 달리 어려움 없이 답변을 해냈습니다. 첫 날 마지막 순서로 남한팀이 검토를 받았습니다. 하루 종일 질문과 답변을 하느라 모두 지쳐 보였지만 끝까지 최선을 다했습니다. 남한팀은 국가보안법, 병역, 이주노동자에 대한 질문을 받았습니다. 남한팀의 검토를 끝으로 대회 첫 날을 마무리했습니다. 대회장을 정리하고 주최측에서는 다시 채점과 다음날 행사 준비를 했습니다.

둘째 날은 개회식 없이 참가자 확인을 한 후 바로 북한팀의 검토를 진행했습니다. 북한팀은 사법제도, 이동의 자유, 교육에 대한 질문을 받았습니다. 북한팀은 북한정부의 느낌을 잘 살려 첫 날의 긴 일정에 지쳐있던 참가자들에게 색다른 재미를 선사했습니다. 모든 검토가 끝난 후 국제인권퀴즈가 이어졌습니다. 국제인권퀴즈 결과는 평가에 반영되지 않았으며 참가자들을 위해 각종 상품이 마련되었습니다. 국제인권협약 및 전반적인 인권지식에 대한 문제가 있었고 참가자들도 즐겁게 참여를 했습니다. 국제인권퀴즈가 진행되는 동안 심사가 완료되었고 퀴즈가 끝나자마자 시상식이 진행되었습니다. 첫 대회였음에도 불구하고 참가자들 모두 뛰어난 기량을 보여줘서 상을 전부 줄 수 없다는 것이 아쉬움으로 남았습니다. 일본과 북한팀에서 가장 많은 상을 받았습니다. 일본팀은 팀워크가 가장 잘 이루어졌으며 답변 내용도 우수했습니다. 대회 전부터 일본팀은 단합이 잘 된 모습을 보여줬는데, 대회 당일에도 그 결과가 잘 나타났습니다. 북한팀은 북한 정부의 특수한 역할에 ‘빙의’한 모습을 보여줘서 재미도 있었지만 공격적인 질문에도 잘 답변하는 모습이 인상적이었습니다. 대상을 받은 중국 수석/부수석조, 남한 수석/부수조의 경우에는 맡은 역할을 가장 잘 이해했고 질문과 답변 모두 우수했으며 국제회의에 맞는 태도를 보여줬습니다. 대상을 받은 2개 조에게는 각각 외교부장관상과 서울대학교총장상이 수여되었고 코쿤 제네바 인권연수에 참가할 수 있는 기회와 경비 일부 지원을 받게 됩니다. 3위부터 6위에게는 공동주최기관장상이 수여되었습니다. 공동 6위를 한 팀들이 있어 상장이 추가로 수여되었습니다.

올해 초부터 준비해왔던 행사라 걱정도 많았지만 성공적으로 대회를 마치기 위해서 4개 단체에서 끝까지 노력을 아끼지 않았습니다. 검토 시간도 길어서 참가자, 심사위원, 스태프 모두 힘들었지만 각자 맡은 바를 끝까지 불평 없이 해냈습니다. UPR제도가 생소했을 테지만 참가자들은 열심히 준비를 해서 예상했던 것 보다 뛰어난 모습을 보여줬습니다. 많은 참가자들이 맡은 국가뿐만 아니라 상대국의 인권 상황을 잘 파악하고 있었습니다. 참가자들이 이번 대회 참가를 계기로 인권에 더 많은 관심을 가졌으면 좋겠다는 생각이 들었습니다. 처음으로 열린 모의 UPR대회였던 만큼 대회 참가자들은 물론 주최자들 사이에서도 어려움이 있었고 계획이나 진행에 있어 개선할 점이 많이 있었습니다. 이후 서로 개선점을 논의함으로써 내년에는 더 성공적인 대회를 개최할 수 있기를 바랍니다. 다음에도 많은 관심과 참여 부탁 드립니다.

"젊은 인권, 세계를 경험하고 돌아왔습니다"

2012년도 제2회 국제인권모의재판대회 수상자들이 지난 2월 4일부터 2월 13일까지 국제인권연수에 다녀왔습니다. 참가자들은 재단의 이성훈 상임이사와 이혜정 팀장의 인솔 아래 전체 9박 10일의 일정 동안 유럽 4개 도시(파리, 스트라스부르, 제네바, 헤이그)와 경제협력개발기구(Organization for Economic Cooperation and Development, OECD), 국제인권연맹(International Federation for Human Rights, FIDH), 유럽인권재판소 등 각 도시에 소재한 인권관련 주요 국제기구 및 NGO를 방문했습니다. 특히 유엔인권최고대표사무소(Office of the United Nations High Commissioner for Human Rights,OHCHR) 강경화 부대표 및 유고슬라비아 국제형사재판소(International Criminal Tribunal for the Former Yugoslavia, ICTY) 권오곤 재판관과의 담화를 통해 국제적 수준에서의 인권의 역할과 기능을 배우는 시간을 갖기도 했습니다.

참가자들은 귀국 후 열린 연수 보고회(2/28, cafe the way)를 통해 방문기관에 관해 정리⋅발표하고 함께 소감을 나누었으며, 이번 연수 결과는 국제인권연수 보고서로 제작하여 재단 홈페이지 아카이브에 실릴 예정입니다.

이번 연수가 참가 학생들 모두에게 인권에 대한 관심과 이해를 높이는 계기가 되었길 기대하며, 아울러 국제인권 

이슈와 제도에 관심이 있는 많은 분들에게 이번 연수보고서가 큰 도움이 될 수 있기를 바랍니다.

「2010 대학생 UN인권이사회」는 UN인권이사회와 UPR 등 유엔의 인권제도를 이해하고 배우는 동시에 한국의 인권 상황을 국제적 인권기준을 통해 파악하고 국제 인권제도에 대한 인식을 확대하여 국제사회의 인권증진에 기여할 수 있는 미래 국제인권분야의 전문가를 양성하는 기회와 실천적 교육의 장이 될 것입니다.

2010 Model UN Human Rights Council

Seoul National University, July 5-6, 2010

The 2010 Model UN Human Rights Council provides an opportunity for university and college students to learn about emerging human rights issues and trends in Korea and in the world through model participation on the Special Procedures and Universal Periodic Review (UPR) mechanisms of the UN Human Rights Council. Through this program, participants can expect to build their expertise and leadership skills in the field of human rights, particularly in the roles of the Korean government and NGOs promoting and protecting human rights in Korea and internationally.

Basic Information

❚ Venue: Centennial Hall, College of Law, Seoul National University, Korea
❚ Participants: 120 persons (60 teams)
➢ Students of college & university (under graduate) as well as master degree program (post graduate) in Korea, including international exchange students studying in Korea and Korean students studying abroad returning to Korea for the summer.
➢ 40 Korean speaking teams (80 persons) and 20 English speaking teams (40 persons)

Program Structure and Process

- The two-day program will consist of mainly two sessions: UN Human Rights Council Special Procedure and the Universal Periodic Review (UPR).
- The Special Procedure session will be concerned with human rights issues of an international nature while the UPR will focus on South Korea.
- A Working Group and a Plenary Session will be held for both the Special Procedure and the UPR.
- Participants will present the results of the Working Group to the Plenary Session for adoption or review.

Special Procedure (Day 1, Afternoon): Participants will be divided into 6 Working Groups. Each Working Group will discuss one of the following 4 topics (2 themes and 2 country situations)

① Human Rights in Burma (Myanmar) ② Human Rights in North Korea
③ Right to Food ④ Racial Discrimination

- There will be four Working Groups for the Korean speaking teams and two for the English speaking teams. The two topics for the English speaking teams will be selected according to the preferences of the selected participants.
- Each Working Group will be composed of 10 teams (20 participants); 8 teams will be selected to serve as delegations from UN member states and 2 teams will be selected to serve as NGO delegations.
- The results of the Special Procedure Working Group will be presented in the form of a resolution to be adopted at the Plenary Session (Day 2 Afternoon)

Universal Periodic Review (UPR) (Day 2, Morning): Participants will be divided into 3 Working Groups to review the human rights situation in South Korea (Republic of Korea).
- Each UPR Working Group will be composed of 20 teams (40 participants); 16 teams will be selected to serve as delegations from UN member states and 4 teams will be selected to serve as NGO delegations.
- The UPR Working Group will be conducted in an inter-active dialogue format consisting of questions and recommendations by UN member states and NGO delegations, as well as answers by the representatives of the South Korean government.
- At the UPR Plenary Session (Day 2, Afternoonn, representatives of the South Korean government will present their position on the recommendations provided, which will be followed by further questions and feedback.

Application Procedure

- Interested teams of two participants each should send a duly completed application form to ModelUNHRC@naver.com no later than May 19 (Wednesday), 2010
- Selected teams will be notified by public announcement at the websites of the Korea Center for United Nations Human Rights Policy (KOCUN) (http://www.kocun.org) and the Korea Human Rights Foundation (http://www.humanrights.or.kr) on or before May 24 (Monday), 2010.
- A compulsory Orientation Program will be held for all participants from 2-6 pm on May 29 (Monday) 2010.

Awards and Prizes
- Several prizes will be awarded by the co-organizers to participating teams exhibiting outstanding performances.
- A scholarship in the form of financial support for participation in an international human rights internship program in Geneva/Europe and Bangkok/Asia (July/Aug. or January/Feb) will be provided to the one or two teams exhibiting the best performance.

[사전교육일정]

- 참가 등록 시 참가자는 국가 혹은 NGO를 제비뽑기를 통해 배정받고 UPR 질의 항목은 선착순 배정됩니다.
- 이날 사전교육에서 실무분과별 대표와 부대표를 선발합니다(자원자 우선). 이들 대표와 부대표는 인터넷 실무분과별 논의를 주도하는 역할과 동료 참가자 연락책으로 활동하게 됩니다.

* 참가자 전원은 대회 준비를 위해 www.ohchr.org를 방문하여 본인이 팀이 속한 실무분과 주제에 관한 정보를 습득하고 추천도서를 통해 인권전반에 대한 이해를 높일것을 권합니다.

- Participants are expected to be assigned a country or NGO by drawing lots
- Questions to be raised during UPR session by a team will be assigned (First come first serve)
- Two persons in the WG on Racial Discrmination will be appointed either a leader or deputy leader to lead a discussion on the Internet and also work as primary contact persons for the other members in the WG.

2008년 5월 진행된 대한민국 UPR 실무분과에서 제기된 질문과 권고안과 한국이 가입한 국제인권조약 중 한국정부 보고서 심의를 한 6개의 조약이행감시위원회 권고안에서 언급된 주제 가운데 20개 선택.

2010 대학(원)생 UN인권이사회 성황리에 마쳤습니다

지난 7월 5일(월)-6일(화) 이틀간 서울대학교 공익인권법센터, 유엔인권정책센터, 한국인권재단이 공동주최하고, 서울대학교에서 개최된 <2010 대학(원)생 UN인권이사회>가 참가자 및 내외빈 등이 참석한 가운데 성황리에 마무리 되었습니다.

100여명의 참가자와 70여명의 특별참가자 및 심사위원, staff들이 환상의 호흡을 이루어 열띤 인권 논의의 장을 펼쳤습니다.

4개의 특별절차실무분과(북한, 버마인권, 식량권, 인종차별) 한국어팀과 1개의 영어팀(인종차별)이 진지하고도 치열한 논쟁을 통해 최종 결의안을 도출하였고, 한국정부대표단에 대한 UPR을 통해 나라별 권고안과 대표단의 입장을 표명하는 것으로 전체 회의가 마무리 되었습니다.

부대행사로 <도전! 인권 골든벨>과 <박원순 변호사와의 대화>, <이주노동자 밴드-스탑 크랙다운 공연>이 진행되었는데요,

진지하면서도 열정적인 (때로는 민망하고 귀여운) 참가자들의 모습이 아름다웠습니다.

모든 참가자가 1등이고 우수팀이었습니다. 그러나 한인섭 서울대 공익인권법센터 소장님이 환영말씀을 전하셨듯이 이번 회의는 서로의 성장을 도모하는 곳이되 강도 높은 경쟁의 무대이기도 했습니다.

행사 참석에서의 성실성 및 회의 진행 과정에서 각 분과/나라별 상황에 대한 이해 정도, 설득력, 팀별 협업 점수 등 총 11개 평가 항목에 대하여 엄정한 심사를 통해 5개팀(10명)이 각각 평등/자유/연대/평화/정의상을 수상하였습니다.

Talk Human Rights! Win a trip to the UN in Geneva...

The British Embassy and Yonsei University are hosting a competition for young Korean students to debate in a Model UN Human Rights Council. The winning team will travel to Geneva for a behind the scenes look at how the UN Human Rights Council operates in practice.

The British Embassy in Seoul and Yonsei Law School are organising a Model UN Human Rights Council debate on 12 May 2010 at Baekyang Hall, Yonsei University. Selected teams will debate a draft resolution on freedom of expression on the internet before a panel of expert judges. Each team will represent an assigned country, international organisation or NGO.

This event is also supported by the Korean government and related organisations, including the Ministry of Foreign Affairs and Trade, Ministry of Justice, National Human Rights Commission of Korea, The United Nations Association of the Republic of Korea, Amnesty International, Korea Human Rights Foundation and Korea Centre for United Nations Human Rights Policy.

Ahead of the competition, British Embassy spokesperson Kate English said:

“The timing of this Model UN Human Rights Council debate is particularly meaningful as South Korea takes on the leadership of the G20. Korea has become a true Asian leader in human rights and is now speaking out internationally on human rights issues. As one of the most wired countries in the world, Korea is also at the forefront of the debate over freedom of expression on the internet. In this digital age, this is an urgent issue we should consider and discuss now.

So we are delighted to be able to host this Model UN Human Rights debate in partnership with Yonsei University. We are very keen to hear the views of students in Korea who have unique perspectives on these issues. Come and join the debate!”

주한영국대사관과 연세대 로스쿨은 국내 대학생 및 대학원생들을 대상으로 모델유엔인권이사회를 개최합니다. 최우수 팀으로 선정된 팀은 실제 유엔인권이사회 본부가 있는 제네바로 여행의 기회가 주어집니다.

주한영국대사관과 연세 로스쿨은 2010년 5월 12일 연세대학교 백양홀에서 모델유엔인권이사회 토론회를 개최합니다. 선정된 팀은 전문 심사단의 심사 하에 인터넷 상에서의 표현의 자유에 대한 결의안 초안에 대해 토론하게 됩니다. 각 팀은 여러 국가, 국제 기구 또는 NGO 단체들을 대표해 토론에 임하게 됩니다.

이번 행사는 외교통상부, 법무부, 국가인권위원회, 유엔한국협회, 국제엠네스티 한국지부, 한국인권재단, 사단법인유엔인권정책센터 등 한국 정부와 관련 기관들이 지원합니다.

David Beckham is currently in his second year at the Graduate School of Law at Yonsei University. He studied international relations during undergraduate course at the same university. From January to June 2009, he worked as intern at the Asia-Pacific Unit of UN Office of High Commissioner for Human Rights. As a student member of Amnesty International, he has actively participated in campaigning for the abolishment of death penalty since 2005. He is also interested in the topic of the impact of human rights policy on development in developing countries. He wishes to work for an international human rights NGO.

Each team should explain within 300 words:
a) why their team should be selected;
b) if they won a trip to Geneva, what they would do;
c) how they would advance the cause of human rights in the future.




3) Application Form C: Reference letter of supervisors.




Each team should also ask an academic referee to provide a short reference as to why he or she thinks your team should be selected to take part in the debate. Your academic referees should complete the reference form (Application Form C).




4) Photo of applicants




Please also provide a passport-size photo of each team member, and a group photo of the whole team. These will be used in the brochure for those selected to take part in the debate.




How to submit application forms




• The deadline for application is 16 April 2010.

• Application Form and Photos of applicants should be submitted to talkhumanrights@gmail.com with email title of ‘Application form: [full name of team members]’.
  



How teams will be selected




A Selection Committee composed of eminent human rights experts and staff of British Embassy will review the submitted application forms and select 15 teams to participate in the debate. The outcome will be notified to the selected teams only not later than 23 April 2010.
Teams will also be told which country or organisation they will be representing (chosen at random by the Selection Committee), be given a draft resolution which they will need to study to prepare for the debate, together with guidance notes and research suggestions.

The Special Rapporteur of the Human Rights Council on Freedom of Expression has been requested to examine ways and means to overcome the obstacles existing to the full and effective protection of freedom of expression on the internet, including how best to ensure free speech while at the same time ensuring that the rights and freedoms of others are not abused. The Human Rights Council requested the Special Rapporteur to include in annual reports "a chapter on the impact of legislation and the measures adopted by some States that could restrict freedom of expression on the internet On 9 September 2009, the Special Rapporteur submitted a questionnaire to all United Nations Member States, which addressed questions relating to five main themes: use of the internet by human rights defenders and journalists, anonymity, copyright issues, defamation including protection of religious beliefs, and regulatory issues including penalties.

Responses to the questionnaire have been disappointing. On 6 January2010, the Special Rapporteur presented his report based on the responses he received to the questionnaire. Due to the limited number of responses, the Human Rights Council decided to hold a meeting on 12 May 2010 to discuss the issue further. At the meeting on 12 May Member States and Observers will be asked to comment on and agree a draft resolution to create a new Special Rapporteur on Freedom of Expression on the Internet. The draft resolution contains a number of contentious issues for debate on which each participating delegation may take a different stand.

Freedom of Expression on the Internet

The Human Rights Council,

(1) Welcoming the benefits and opportunities that internet has brought in enabling news, information and ideas to be communicated in accordance with the right to Freedom of Expression in accordance with Article 19 of the International Covenant on Civil and Political Rights (ICCPR);

(2) Welcoming the increased participation in the democratic process and attention to human rights abuses that widespread use of the internet has facilitated;

(3) Noting also that the right to freedom of expression is not an absolute one, and that Article 19(3) and Article 20(1) and (2) of the ICCPR do allow for certain restrictions but only if they are provided by law and are necessary to protect the rights and freedoms of others;

(4) Deplores the practice in some states of placing limitations on internet use in order to restrict legitimate freedom of expression. In particular, the council believes that self-regulation rather than criminal penalties should be the norm when dealing with abuse of the right of freedom of expression on the internet;

(5) Decides to establish the post of Special Rapporteur on Freedom of Expression on the Internet, for an initial period of 3 years. The Special Rapporteur is requested to continue to examine ways and means of overcoming existing obstacles to the full and effective realisation of the right to freedom of expression on the internet;

(6) Calls upon all UN Member States, to cooperate fully with the Special Rapporteur in the performance of the tasks and duties mandated, and within 6 months of the date of this resolution, to provide the Special Rapporteur with comprehensive information, in the format requested by him and to facilitate such visits that the Special Rapporteur may wish to make to their territories;

(7) Strongly urges all States to remove all existing reservations and declarations to Articles 19 and 20 of the ICCPR.

On 12 May, the British Embassy in Seoul and Yonsei Law School co-hosted a lively student debate on the topic of freedom of speech on the internet. The debate, called "Talk Human Rights 2010" was held in the format of a Model UN Human Rights Council. Fifteen teams, representing countries, international organizations and NGOs, battled it out to win a trip to Geneva for a behind the scenes visit. Among the 15 teams, the Russian delegation composed of 3 postgraduate students from Seoul National University (Pia Kim, Claire O'Connell, and Sumin Jeon) was chosen by a an expert panel of judges as the winning team and were awarded plane tickets and accommodation for a trip to Geneva.
